Abstract: The system of rural governance combining rule by self, rule by law and rule by virtue is a new measure to solve the
problems of grass-roots social governance. In the process of rural revitalization, there are lots of remarkable achievements in
Xishuangbanna but also some problems. To reinforce the system of rural governance in Xishuangbanna in the new era, we need to
improve the organization construction, add new impetus, comprehensively promote the legal guarantee system, and deeply explore the
connotations of ethnic cultures in order to promote the effects of rule by virtue and make sure the orderly integration of the three rules.
